What a rating is
A rating is the mean of the stars people gave. The page prints it rounded, prints how many ratings it rests on, and (on both stores) shows the split by star. This page copies all three.
MetaTrader 5 — Forex, Stocks — Google Play

A bar is a count of ratings, not of reviews; most people who rate do not write a review.
Differences between rows are shown, not explained; the stores' pages say nothing about why two listings differ, and neither does this one.
How much weight a count carries
For a sense of weight: one added rating can shift the average by up to MetaTrader 5 — Forex, Stocks: 0.0000; MetaTrader 4: 0.0024; MetaTrader 5: 0.0004 (in stars, listing by listing). A small count swings more than a large one.
What this page leaves out

Does the site show reviews?
No. They are other people's words.
Will the figures change?
Yes; a rating is a moving number, which is why each table carries its reading date.
